The second meeting of the Working Group was held at the Situation Center of the Moscow Government.

On July 28, 2026, the second meeting of the Working Group on Improving Corporate Legislation under the Moscow Business Ombudsman in 2026 was held at the Situational Center of the Moscow Government. The Working Group was established to identify systemic problems in the field of corporate law and to prepare proposals for improving the legislation. The head of the Working Group is Andrey Kozlov, Managing Partner and Lawyer at the RussianLegal Law Office.

During the meeting, the participants discussed one of the most significant issues in corporate law — the problem of “lost shareholders,” which affects millions of shareholders and joint‑stock companies. Proposals were considered to define the legal status of such individuals, to create mechanisms for locating them, and to allow companies to acquire shares while ensuring guarantees for the protection of owners’ rights. The participants also discussed issues related to regulating the powers of the sole executive body of a limited liability company after the expiration of its term of office.

“We are focused on solving what is perhaps the most significant problem in corporate law, affecting 6 million shareholders across the country,”


Andrey Kozlov noted.

The discussion was attended by representatives of the Ministry of Economic Development of the Russian Federation, the Bank of Russia, the Russian Union of Industrialists and Entrepreneurs, the scientific and legal communities, as well as representatives of major Russian companies.
