During the session, Andrey Kozlov put forward three proposals to amend The Criminal Code of the Russian Federation and The Criminal Procedure Code of the Russian Federation, in particular, he suggested introducing a fundamentally new approach to the definition of entrepreneurial activity in criminal proceedings:
The above measure, according to Andrey, will avoid the subjective assessment of investigators
It is also proposed to introduce departmental and personal responsibility of investigators. Departmental responsibility implies that in case of gross violation of legal rights and guarantees of entrepreneurs by an investigator, the case is grounds for referral to the Investigative Committee of the Russian Federation. Personal responsibility implies the application of prosecutor's response measures directed at a specific official.
