In his speech Andrey Kozlov drew attention to the fact that legislative guarantees of protection of the rights of entrepreneurs during the election of preventive measures do not work in practice.
“Courts time after time do not see in the incriminated acts the signs of entrepreneurship in the acts charged and send businessmen to pre-trial detention, which causes colossal damage not only to a particular business, but also to the economy of our country”, - said the expert.
